Hello Vietfriends ^^. I am moving on with Writing task 2 of the book Academic writing practice for IELTS, which I find much more challenging than task 1. I hope that we can write together so that we can share our ideas and improve our writing skill. Here is the first question. Let's get started!!!

Writing task 2-Test 1

You should spend 40 minutes on this task.

Present a written argument or case to an educated reader with no specialist knowledge of the following topic:

More and more qualified people are moving from poor to rich countries to fill vacancies in specialist areas like engineering, computing, and medicine. Some people believe that by encouraging the movement of such people, rich countries are stealing from poor countries. Others feel that this is only part of the natural movement of workers around the world.
• What is your opinion?
• Do you think rich countries should pay poorer countries for the people they encourage to come?
• What other measures could rich countries take to encourage qualified people to stay and help develop their own countries?

You should write at least 250 words.

Use your own ideas, knowledge and experience and support your arguments with examples and with relevant evidence.

My answer:

The increasing flow of skilled labor to wealthy countries has raised debatable viewpoints. Some people believe that developed countries with strong economies are stealing from poor countries by encouraging those workers to move to their countries. Others hold the opinion that such movement is of its nature for workers around the world. Individually, I am inclined to agree with the latter viewpoint.

Immigration of skilled workers to rich countries simply follows the natural rule of demand and supply. In other words, where there is demand, there will be supply. In the contemporary context of most of the wealthy nations, if not all, the labor demand arises due to their demographic trend with aging population, resulting in the lack of skilled workers. German, for instance, is projected to be in shortage of 200,000 skilled employees by 2020. Such context urges their governments to establish policies like reducing income taxes, lowering requirements to grant residence permits or assisting foreign workers’ spouses to get employed, etc., in order to attract foreign talented human resources. Foreign skilled labor, whereas, is in search for employment matching their skills, knowledge or experiences, which might be less available in their fatherland because of less advanced economies.

Another argument put forward is that poor countries, in turn, would be able to reap benefits from their skilled labor working overseas, showing that this is not a matter of stealing. Moving to developed countries, those skilled workers could enjoy favorable working conditions with state-of-the-art technology, modern equipment, which allow them to make the best of their ability in contributing to the growth of not only developed countries but also to the whole humankind including poor nations. Thereby, such flow of immigration is a natural phenomenon. Another possibility is that skilled labor working aboard, in turn, invest in their homeland or set up funds to assist less favorable fellow people in furthering their studying. Undoubtedly, their contributions hold an important role in promoting their motherland’s development.

For those above arguments, wealthy nations do not hold accountable for paying poor countries for encouraging skilled labor immigration which proved to be a natural trend. Poor nations, nevertheless, if in the need of retaining their talented resources, ought to come up with their own strategies.

The so-called 'brain drain' from poor to rich countries is now robbing poorer countries of essential personnel like doctors, nurses, engineers, and the trend is set to continue, if not to get worse.

Some people say this movement of people around the world is not a new phenomenon. Migrant workers have always been attracted by the wider choice of employment and greater opportunity in major cities in their own countries and abroad. Recently, as the technological age has advanced and as richer countries find themselves with not enough workers to feed their development, they have had to turn to other parts of the world to find the necessary manpower. Many richer European countries, for example are now trying to attract skilled IT workers from my home country India by offering higher salaries than they could hope to earn at home. With the globalization of the world economy, many people feel that the process cannot be stopped.

Others, myself included, are of the opinion that measures should be taken to address the problem, by compensating poorer countries financially for the loss of investment in the people they have trained, like doctors and nurses. Admittedly, this may be cumbersome to administer, but an attempt could be made to get it off the ground. Another step, which in part has already begun to happen, is to use the forces of globalization itself. Western countries could encourage people to stay in their own countries by direct investment in projects like computer factories or by sending patients abroad for treatment, as is already happening.

It is obviously difficult to restrict the movement of people around the world and it is probably foolish to try to stop it, but attempts should be made to redress the imbalance.
